In Margaret Bourke-White’s indelible, sadly ironic Depression-era photo, African-American victims of the Louisville Flood wearily assemble to receive food and clothing from a Red Cross relief station. The juxtaposition with the billboard is, clearly, nothing short of surreal — but it took a keen eye to see the picture whole. Bourke-White, one of the LIFE’s first staff photographers, later said that when the magazine’s founder Henry Luce saw the difference between her flood photos and those from the news services, he realized that his photographers deserved credit lines.
